Microsoft faces climate pressure as AI drives data centre expansion

Microsoft is addressing internal concerns over the environmental impact of its expanding data centre network as the rapid growth of artificial intelligence makes some earlier climate commitments harder to achieve.

Noelle Walsh, head of Cloud Operations and Innovation, addressed employee questions around electricity consumption, water use, carbon emissions and the impact of large data centres on surrounding communities. She acknowledged that rising AI workloads have made it significantly more difficult to meet earlier greenhouse gas reduction targets. At the same time, she highlighted engineering improvements and said data centres must be built “with discipline, transparency and a relentless focus on reducing impact and increasing benefits.”

The internal concerns reflect growing public resistance to AI infrastructure. Data from research group Data Center Watch cited in a report showed that local opposition stalled or cancelled at least 75 data centre projects worth about $130 billion in Q1 2026. Protests have focused on environmental pressures, while concerns have also grown over AI-driven job losses and effects on local economies.

Microsoft previously reported that its overall carbon emissions increased 25% in 2025, driven by rapid data centre construction. The company has since told sustainability partners that it plans to reduce new carbon-banking arrangements. Management has also considered pausing an earlier target to match 100% of its electricity consumption with renewable energy.

Microsoft highlights infrastructure efficiency gains

Walsh pointed to several measures aimed at reducing the environmental footprint of the company’s infrastructure. Data centre water-use efficiency has improved by nearly 90% compared with Microsoft’s earliest facilities.

The company has also signed commercial agreements that could bring up to 40 gigawatts of renewable power onto global electricity grids. More than 90% of retired computing components and server hardware from its facilities are recycled or repurposed.

Technology companies are also changing how they engage with local communities. In January, Microsoft committed to stopping requests for municipal property tax breaks in development zones and said it would cover its own utility electricity costs to help prevent higher residential power rates.
