Delhi approves D4C to strengthen cybercrime prevention and investigation

Delhi is moving to strengthen its response to growing online threats with the approval of a dedicated cybercrime coordination body. The Delhi government has approved the establishment of the Delhi Cyber Crime Coordination Centre (D4C) as a composite nodal agency of the Delhi Police to prevent, detect and investigate cybercrimes across the National Capital Territory.

D4C will function as the apex cybercrime institution for Delhi and support district police units and specialised teams in dealing with cyber threats. Its activities will be aligned with the Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs.

The move comes as the rapid growth of digital platforms in banking, e-governance, education, commerce and social media has also led to a rise in cyber-enabled crimes.

These include financial fraud, online radicalisation, harassment, crimes against women and children, cyber sabotage, ransomware and public-order disruption.

A key responsibility of D4C will be to improve coordination with central agencies, other states and Union Territories, regulators, financial institutions, telecom service providers, online intermediaries and other stakeholders.

The centre will also operate a state-of-the-art Digital Investigation Lab. The facility will provide technical support to investigating officers across Delhi and strengthen their ability to examine and handle cybercrime cases.

The establishment of D4C is aimed at creating a coordinated framework for dealing with cybercrimes across the National Capital Territory while bringing specialised investigation and technical capabilities under a common structure.
