Elon Musk’s Starlink has made another attempt to secure regulatory clearance in India, reportedly submitting a fresh application to the country’s space regulator for its satellite network. The move includes plans for direct-to-device connectivity, which could enable satellite communication directly with compatible mobile devices.

According to a report by a business publication, Starlink has reapplied to the Indian National Space Promotion and Authorisation Centre (IN-SPACe) for approval of its 2nd-generation (Gen 2) satellite constellation. The proposed network would operate in low Earth orbit at an altitude of around 340–615 km.

Starlink had previously sought approval for both its Gen 1 and Gen 2 constellations in India. IN-SPACe approved the Gen 1 constellation, comprising 4,408 satellites, in 2025, but its earlier Gen 2 application was rejected because certain features and spectrum bands did not meet Indian requirements.

The fresh application comes as India works on the regulatory framework for direct-to-device satellite connectivity. Starlink’s Gen 2 network includes this capability, which could expand the company’s satellite communication offering beyond conventional broadband services.

Starlink has not yet begun commercial satellite services in India. Its renewed application signals another push by the company to enter the country’s satellite communications market, subject to regulatory approval. Reuters said it could not independently verify the report.
