As electricity demand from AI continues to grow, the White House is preparing a new initiative aimed at protecting households and businesses from higher power bills. According to people familiar with the plans, the administration will bring together utility companies and data center developers to support a voluntary pledge focused on responsible AI infrastructure expansion.

An event to announce the initiative is expected in the coming weeks. Several companies are expected to participate and commit to ensuring that existing electricity customers do not bear the full cost of expanding AI infrastructure. The list of participants is still being finalized.

The White House has not responded to requests for comment.

The rapid growth of AI-driven data centers has increased concerns among regulators, consumer groups, and lawmakers in several states. They have warned that households could end up paying for grid upgrades needed to support some of the world’s largest technology companies. This has also raised questions about whether the new pledge will include meaningful commitments or remain largely symbolic.

As President Donald Trump’s administration continues to accelerate AI infrastructure development, it is also seeking to avoid public concerns over rising electricity costs.

Earlier this year, Amazon, Google, Meta, Microsoft, OpenAI, Oracle, and xAI signed a voluntary “Ratepayer Protection Pledge” during a White House event. Under the agreement, the companies committed to funding the electricity infrastructure needed for their AI projects instead of passing those costs to existing utility customers. The commitment included support for new power generation, grid upgrades, and other infrastructure costs related to their data centers, including unused reserved capacity.

The upcoming initiative is expected to expand these commitments by including electric utilities, companies that build and operate data centers for major technology firms, and governors from states leading AI infrastructure expansion.

The White House has repeatedly stated that the United States can remain competitive in the global AI race only by rapidly expanding electricity generation and transmission. At the same time, the administration has maintained that consumers should not be responsible for financing that expansion. Officials say the initiative is intended to reassure the public that AI investment and affordable energy costs can go hand in hand.
