India to enforce stricter CCTV rules, Chinese brands may face sales ban from April 1

A major shift in India’s surveillance equipment market is expected as new certification rules come into force, potentially restricting the sale of several foreign CCTV brands.

From April 1, internet-connected CCTV cameras and related hardware will require mandatory approval under the Standardisation Testing and Quality Certification (STQC) framework before they can be sold in India. Reports indicate that authorities may deny certification to companies such as Hikvision, Dahua, and TP-Link, as well as devices using Chinese-origin chipsets. Without STQC clearance, these products will not be allowed in the market.

This move is part of a broader effort by the government to strengthen security standards for connected devices. Chinese brands, which accounted for nearly 33% of CCTV sales in India last year, are likely to be significantly impacted.

At the same time, Indian manufacturers have expanded their presence. Companies such as CP Plus, Qubo, Prama, Matrix, and Sparsh have strengthened their supply chains by shifting to non-Chinese components and localising firmware. As of February, Indian players now control over 80% of the market, while premium segments continue to be led by global firms like Bosch and Honeywell.

The new rules are based on the Essential Requirements (ER) norms introduced by the Ministry of Electronics and Information Technology (MeitY) in April 2024. These guidelines require manufacturers to disclose the origin of key components such as System-on-Chip (SoC) and ensure devices are tested for vulnerabilities that could allow unauthorised remote access.

Companies were given a 2-year transition period to comply with these regulations. So far, more than 500 CCTV models have been certified under the new framework.
