Amid a sharp rise in cyber fraud complaints, Nagpur Police have rolled out a detailed Standard Operating Procedure (SOP) to make investigations more efficient, transparent, and fair.
The new SOP sets clear timelines, defines accountability, and introduces safeguards for victims, while also addressing concerns over arbitrary actions during investigations.
One of the key highlights is the introduction of time-bound actions. Police have been directed to resolve financial fraud complaints within 15 days. In addition, frozen bank accounts must be reviewed and unfrozen within 90 days if no legal order is in place. This step is expected to reduce delays and improve the chances of fund recovery for victims.
The SOP also focuses on due process and accountability. Officers are required to follow proper legal procedures before taking actions such as freezing bank accounts. It clearly instructs them to avoid unnecessary freezes, distinguish between actual accused and innocent account holders, and ensure proper documentation before initiating action. Officials have stated that accountability will be fixed for any deviation from these rules.
To protect victims and genuine account holders, the SOP mandates careful verification of roles in cases involving hacked accounts, mule accounts used unknowingly, and victims whose accounts were misused. This aims to prevent innocent individuals from facing financial disruption.
A standardised investigation process has also been introduced. This includes verifying complaints before registration, filing FIRs or e-FIRs based on case details, tracking funds through banking channels, and documenting digital evidence.
The SOP further highlights the need for inter-state coordination due to the cross-border nature of cybercrime. It also includes specialised training for police personnel to better handle evolving digital threats.
With cyber fraud cases increasing, this move reflects a shift towards a more structured and rights-focused approach. Officials believe it will improve investigation outcomes and build public trust by ensuring fair treatment for both victims and legitimate account holders.
