Telecom firms asked to tighten verification to curb cyber fraud networks

Telecom service providers have been urged to strengthen customer verification systems and extend greater support to cyber fraud investigations as part of a nationwide push to combat rising cyber enabled crimes. The call was made at the 2-day National Conference on Tackling Cyber Enabled Frauds and Dismantling the Ecosystem, jointly organised by the Central Bureau of Investigation and the Indian Cyber Crime Coordination Centre under the Ministry of Home Affairs in New Delhi.

Experts at the conference said the misuse of telecom infrastructure, including SIM cards and eSIM services, continues to fuel cyber fraud. Fraudsters often exploit weak verification controls to obtain SIMs, carry out SIM swaps and enable identity theft, phishing, social engineering and financial scams. Participants stressed that stronger verification at the time of enrolment, especially for mobile connections and identity credentials, can significantly reduce the risk of scams targeting individuals and businesses.

Around 375 delegates from law enforcement, finance, cybersecurity, regulatory bodies, technology platforms and telecom companies attended the event. Discussions focused on the misuse of telecom systems in cyber enabled fraud, regulatory gaps in authentication and verification processes, and the role of artificial intelligence and advanced analytics in strengthening investigations. Speakers also highlighted the need for faster data sharing, preservation of digital evidence and improved coordination between banks, telecom operators and cybercrime units to ensure successful prosecution of offenders.

Specialists further emphasised that telecom firms must move beyond reactive compliance and provide proactive support to investigative agencies. This includes timely access to call and message metadata when authorised by law, preservation of subscriber data under court orders and collaborative threat intelligence sharing to prevent emerging fraud trends. Authorities said faster cooperation will help dismantle networks using bulk SIM provisioning, SIM swaps and cloned connections for impersonation and financial fraud. Officials confirmed that the Central Bureau of Investigation and the Indian Cyber Crime Coordination Centre will compile a detailed report of the recommendations and submit it to the Ministry of Home Affairs to support national cybercrime strategy and regulatory planning.
