Goa Police introduce e-Zero FIR system to speed up action on cyber fraud cases

In a move to tighten its response to rising online financial crimes, Goa Police have launched a dedicated e-Zero FIR module aimed at faster registration and investigation of cyber fraud complaints, particularly high-value cases. The rollout also includes a new Intelligence Fusion Centre to support data-led investigations and quicker arrests.

The initiative, announced by the state government and senior police officials, is part of a wider effort to deal with the growing number of cybercrime cases in Goa and across India. Online fraudsters are increasingly using advanced methods to carry out investment scams, impersonation frauds and phishing attacks.

The e-Zero FIR system is an electronic First Information Report mechanism designed specifically for cyber financial fraud. When a victim reports a case through the 1930 national cybercrime helpline or the National Cyber Crime Reporting Portal, the complaint can be automatically converted into a full e-FIR if it meets defined criteria.

Under the new process, cyber financial fraud complaints are registered without delay once the financial threshold is crossed. Cases involving fraud above ₹5 lakh are directly escalated to the state cyber police station for investigation. Lower-value cases receive technical support from cyber experts attached to local police stations. Officials say this faster registration reduces the time fraudsters get to hide or move stolen funds.

Goa has seen a steady rise in complex online frauds, including fake investment schemes and digital arrest scams. In recent years, the Cyber Crime Police Station has handled cases where victims lost up to ₹67 lakh in investment-related frauds, along with several ongoing investigations into similar digital crimes.

Senior officers have stressed that early FIR registration is critical for tracing digital trails, freezing bank accounts and preserving electronic evidence. The e-Zero FIR system is expected to cut procedural delays and strengthen early-stage investigations.

Alongside this, the newly launched Intelligence Fusion Centre will analyse data on organised cybercrime, inter-state fraud networks and emerging scam patterns. By pooling information from multiple sources, the centre will help link cases, identify suspects faster and support proactive monitoring of cyber threats.

Victims can continue to report cyber fraud through the 1930 helpline or the cybercrime reporting portal, where complaints will now be processed more quickly under the e-Zero FIR framework.
