Kazakhstan’s law enforcement agencies blocked close to 85 million fraudulent phone calls in 2025, Interior Minister Yerzhan Sadenov announced during a meeting of the Ministry of Internal Affairs.
“Systematic work continues to combat cybercrime and internet fraud,” Sadenov said. “A total of 84.5 million fraudulent calls were blocked, helping to prevent significant financial losses and reduce citizens’ exposure to scams. Thirteen call centres were shut down, including some located abroad. Fifty six criminal cases have been opened against individuals involved in so called dropperism, aiding internet fraudsters.”
The minister also said Kazakhstan has signed the United Nations Convention on Combating Cybercrime. He added that this move will help strengthen international cooperation in tackling cross border digital crimes.
As part of its wider digital reform efforts, the country launched the Law and Order service last autumn. This new platform allows citizens to connect directly with law enforcement agencies. The service is integrated into the national digital services app as well as popular banking apps, making it available across the country.
Through this service, users can report crimes, file complaints against police officers and send text, voice, photo and video messages. Every submission is automatically registered in the ministry system, and users receive real time updates on the progress of their reports.
To support these changes, the Ministry of Internal Affairs has set up a new Department of Digitalization and Artificial Intelligence. The department is focused on using smart technologies in policing. One of its key projects is the National Video Monitoring System, which uses video analytics to improve public safety. This includes further development of the Safe City initiative.
