New UAE–Thales partnership establishes core cyber labs to strengthen space-sector defences

The UAE has taken a major step toward strengthening its national cyber sovereignty as Thales and the UAE Cyber Security Council signed a new Memorandum of Understanding during the Dubai Air Show. The agreement sets the foundation for a long-term collaboration focused on expanding the country’s cyber capabilities, beginning with the space sector.

The partnership will create three core capabilities under a new Cyber Centre of Excellence. The Space META Security Operation Centre will focus on protecting space infrastructures and will link to the national Security Operation Centre. It will bring advanced monitoring tools and training programs that support satellite constellations and ground system supervision. The Cyber Evaluation Lab will be built to test and assess software and hardware. It will be operated by UAE nationals and will guide the development of policies and standards for critical sectors, starting with space. The Crypto Lab will specialise in designing and validating cryptographic solutions for space systems with a focus on Post Quantum Cryptography and Quantum Key Distribution. Experts from Thales will support training based on experience gained through European Space Agency projects.

These initiatives fall under the wider Cyber Centre of Excellence led by His Excellency Dr Al Kuwaiti. The collaboration aims to advance technological sovereignty, promote research and development, and grow long term Emirati expertise in space cyber security. Both organisations also plan to expand their cooperation to additional strategic fields over time.

Together, we combine our complementary expertise and shared ambition to shape the future of Cyber Security, starting with the Space domain” said Christophe Salomon, Executive Vice President Secure Communications and Information Systems at Thales.

The new centre is expected to boost existing UAE capabilities while enabling innovation that supports future cyber defence needs. It will also position the UAE as a regional example in cyberspace excellence and provide opportunities for international collaboration.
