The City of Windsor will see a significant leadership change as its Chief Administrative Officer (CAO), Joe Mancina, announces his retirement, effective May 1, 2025. Mayor Drew Dilkens shared the news on social media Friday afternoon.
Mancina, who took over as CAO in 2023, has been with the city since 1989. Over his long tenure, he worked through various roles, beginning in the City’s Finance Department. His career progressed, and in 2016, he was appointed Commissioner of Corporate Services, Chief Financial Officer (CFO), and City Treasurer. His leadership has spanned nearly 35 years, leaving a lasting impact on the community.
In his post, Mayor Dilkens praised Mancina’s contributions, especially his role in steering the city through the challenges of the COVID-19 pandemic while ensuring financial stability. “As CAO and former CFO, Mancina helped lead the corporation out of COVID-19, and ensured the city maintained a strong and stable financial position.”
With Mancina’s retirement, several staff changes will take place within the City of Windsor:
Raymond Mensour, currently the Commissioner of Community & Corporate Services, will transition to Deputy Chief Administrative Officer on March 1, 2025, continuing his oversight of Community & Corporate Services. He will officially become the new CAO on May 1, 2025, following Mancina’s retirement.
Jelena Payne, the current Commissioner of Economic Development, will take on the role of Deputy CAO from March 1, 2025, while maintaining her responsibility for Economic Development.
Andrew Daher, presently the Commissioner of Human and Health Services, will assume the role of Commissioner of Corporate Services on May 1, 2025.
Michael Chantler, the Senior Executive Director of Community Services, will become the new Commissioner of Community Services on May 1, 2025.
Dana Paladino, currently the Senior Executive Director of Corporate Services, will step into the acting role of Commissioner of Human and Health Services, also on May 1, 2025.
These changes mark a new chapter for the City of Windsor as Mancina concludes his distinguished career.
