Uttar Pradesh Unveils Ambitious GCC Policy to Spark Jobs, Innovation and Skill Growth Beyond Noida

The winds of transformation are sweeping across Uttar Pradesh as the state unveils its forward-looking Global Capability Centers (GCC) Policy 2025. Designed to fuel job creation, uplift regional talent and inspire innovation, this bold new initiative brings together skill enhancement, subsidies and research support to shape UP as a thriving digital economy hub.

At the heart of this visionary GCC policy lies a mission to create over two lakh fresh job opportunities, especially in tier-2 cities like Kanpur, Varanasi and Prayagraj. While Noida continues to grow with tech giants like Microsoft building a 10000-seat campus and MAQ Software expanding with 3000 seats, the new GCC framework aims to spread investment and talent development evenly across the state.

Financial incentives are the soul of this GCC policy. Companies that employ local youth stand to gain a payroll subsidy of up to ₹1.8 lakh per employee each year for three years. Even non-resident hires are eligible for up to ₹1.2 lakh. Skill-building receives a major boost too, with half of the training costs reimbursed—up to ₹50000 per person, for 500 employees annually, capped at ₹50 lakh per year.

Young minds entering the industry are also embraced. Firms offering internships of at least two months can receive ₹5000 per intern monthly, for up to 50 interns per year, over three years. Moreover, hiring 30 or more fresh graduates annually from colleges across UP will earn companies ₹20000 per fresher for a full five years.

Inclusivity lies at the foundation. The government promises full reimbursement of EPF contributions for women, SC/ST, transgender and differently-abled employees—up to ₹1 crore each year for three years.

Innovation too finds its stage. Enterprises setting up Centers of Excellence in areas like AI, robotics or fintech can receive up to ₹10 crore in funding. Startups aligned with the Industrial Investment and Employment Promotion Policy 2022 will be empowered with structured support to thrive in tomorrow’s tech-first world.

Uttar Pradesh’s GCC Policy is not just a roadmap, but a clarion call—an invitation to industries, innovators and individuals to join this GCC journey to share progress and limitless potential.
