UP explores AI City, TCS growth and manufacturing plans with Tata Sons

A fresh round of discussions has opened the door for deeper collaboration between the Uttar Pradesh government and the Tata group across technology, skills and manufacturing.

Chief Minister Yogi Adityanath met Tata Sons chairman N. Chandrasekaran on Monday to review ongoing projects in the state and examine new proposals covering artificial intelligence, IT services and industrial investment, according to a state government statement.

The talks focused on long term cooperation in areas such as AI, IT, electronics, defence manufacturing, energy, renewable energy, electric mobility, tourism, skill development and the digital economy. Officials did not share details on timelines, investment size or approvals, and said the discussions included both current initiatives and future plans.

One of the key proposals discussed was an “AI City” in Lucknow. The state government said the idea is aimed at promoting AI driven innovation and supporting a startup ecosystem, with potential job creation linked to technology services and emerging digital tools. No clarity was provided on whether the proposal is at a concept stage or under active evaluation, or on land, incentives or execution model.

The meeting also reviewed progress on a Centre of Excellence being developed in Gorakhpur with an estimated cost of Rs 48 crore. The facility is expected to focus on technical training and capacity building, with a focus on improving access to advanced skills for youth in eastern Uttar Pradesh.

The statement also referred to a memorandum of understanding involving IIT Kanpur. Under this arrangement, training and capability building initiatives are proposed in areas including AI, cybersecurity, data science, 3D printing, drones and space technology. The aim is to support an industry ready workforce and improve employability in technology linked fields.

The possibility of setting up a Global Capability Centre in Uttar Pradesh was also discussed. Such centres are used by large companies to provide shared services and technology support and are seen as a way to boost high skill employment.

Separately, expansion plans of TCS in Lucknow, Noida and Varanasi were reviewed. This includes a proposal to raise the workforce in Lucknow and Noida from around 16000 to about 30000, though no hiring timeline was shared.

On manufacturing, Tata group representatives showed interest in scaling electronics production, including mobile devices and components. The statement also mentioned a Tata group memorandum of understanding with Intel to strengthen the electronics manufacturing ecosystem. Electric mobility and defence manufacturing, including projects linked to the Uttar Pradesh Defence Industrial Corridor and locations such as Jhansi, were also discussed.
