TRAI plans AI-driven crackdown to disconnect spam numbers

TRAI is preparing to introduce an AI driven framework to crack down on spam and scam calls across India. Under the proposed rules, TRAI will allow mobile numbers flagged as potential spam for 10 continuous days to be suspended or disconnected, even if no consumer complaint is filed. This marks a major shift from the current TRAI system, which requires at least 5 user complaints within 10 days before action can begin.

According to officials familiar with the plan, TRAI aims to bridge the gap between suspected spam activity and actual reporting by consumers. Telecom operators detect tens of crores of suspicious calls every month, while formal complaints reach only a few thousand. Through the new TRAI framework, AI tools will monitor call frequency, duration and behavioural patterns in real time. Indicators such as unusually high outgoing calls, extremely short call durations and repeated attempts to contact large groups of numbers will trigger alerts. If such patterns continue for 10 days, TRAI rules may allow the number to be classified as suspicious and disconnected either temporarily or permanently.

TRAI has also addressed concerns about gig workers such as delivery agents, cab drivers and freelancers who make frequent calls as part of their jobs. The regulator said safeguards are being built into the TRAI AI system to prevent genuine users from being penalised. Ongoing consultations with industry stakeholders will help refine parameters like call context, time of day and recipient profiles so the AI model can distinguish legitimate business activity from spam behaviour.

A key focus of the TRAI crackdown is unregistered 10 digit telemarketing numbers often used for fraud and unsolicited promotions. While some telecom operators have already deployed AI filters that flagged billions of spam calls, TRAI plans to formalise and mandate advanced spam detection across the sector. Once implemented, the TRAI AI framework will allow action before complaints are filed, reducing reliance on Do Not Disturb reports and disrupting fraud networks at an early stage. TRAI officials said the proposal is being fine tuned with industry and consumer feedback to deliver stronger protection for mobile users.
