Tata Electronics and the Centre for Development of Advanced Computing (C-DAC) have signed a Memorandum of Understanding to strengthen indigenous electronics and semiconductor solutions, including the Design IP ecosystem. The agreement is a significant step in advancing India’s semiconductor design capabilities and supporting the nation’s goal of technological self-reliance.
The MoU was signed on September 2, 2025, by Dr Randhir Thakur, CEO and Managing Director of Tata Electronics, and Shri E. Magesh, Director General of C-DAC, in the presence of Hon’ble Minister of Information and Broadcasting, Railways, and Electronics and Information Technology, Shri Ashwini Vaishnaw, at SEMICON India 2025 held at Yashobhoomi, New Delhi.
Tata Electronics is working across the semiconductor and electronics value chain to serve global markets. The company is building India’s first commercial fabrication plant in Dholera, Gujarat, with an investment of INR 91,000 crore (USD 11 billion), and the country’s first indigenous Outsourced Semiconductor Assembly and Test facility in Jagiroad, Assam, with an investment of INR 27,000 crore (USD 3 billion). Together, these projects will deliver semiconductor solutions for industries such as automotive, mobile devices, artificial intelligence, defence, and aerospace.
Under this partnership, Tata Electronics and C-DAC will collaborate to develop the semiconductor design and IP ecosystem in India by leveraging Tata Electronics’ fabrication technology portfolio. Both organisations will work to provide Fab, OSAT, and design service solutions for the Indian semiconductor ecosystem. The focus will include startups, MSMEs, C-DAC, and academia, with ChipIN enabling these efforts through the Design Linked Incentive Scheme, the Chips to Startup programme, and other semiconductor initiatives of MeitY.

Magesh, Director General of C-DAC, said, “As the nodal agency implementing MeitY’s Design Linked Incentive Scheme and Chips to Startup Programme, C-DAC has a mandate to nurture India’s semiconductor design ecosystem. Together, we will create a semiconductor design and IP ecosystem that provides domestic startups and academia with end-to-end support from silicon-proven IP portfolios to cutting-edge manufacturing capabilities. This collaboration will accelerate indigenous IP creation while positioning India as a leading global semiconductor design and manufacturing hub.”
