Taiwan has unveiled an ambitious initiative called the “Ten Major AI Infrastructure Projects,” aiming to generate over 15 trillion New Taiwan dollars (around $510 billion) in economic value by 2040. The plan is part of the government’s broader goal to make the island a global leader in artificial intelligence.
Premier Cho Jung-tai, in a Facebook post on Tuesday evening, said Taiwan plans to use its strong information and communications technology (ICT) sector and world-class semiconductor manufacturing capabilities to position itself as a “smart technology island” and a global AI powerhouse.
As part of the initiative, three core technologies have been marked as strategic areas for development: silicon photonics, quantum technology, and AI robotics.
Silicon photonics, a field where companies like TSMC are already making progress, is a key focus. The government intends to develop Taiwan into a global hub for silicon photonics, aligning it with the demands of future AI development.
In addition to this, Taiwan aims to become a major player in AI robotics by using its strength in hardware and ICT supply chains. On Tuesday, industry leaders—including one led by Foxconn Chairman Young Liu—formed the Taiwan AI Robotics Industry Grand Alliance to support the domestic development of AI robotics and its related ecosystem.
Another important part of the initiative is building a complete quantum technology industry chain, which is expected to play a critical role in Taiwan’s future AI efforts.
The 10 projects under the initiative also focus on building sovereign AI capabilities—developing and controlling domestic AI technologies—and enhancing computing infrastructure. There is also a strong push to ensure AI development is spread across all regions of the island, not just in major cities.
Taiwan plans to introduce AI in various industries to drive digital transformation and economic growth. The government also aims to attract more investment in AI innovation, with over NT$100 billion (around $3.08 billion) planned in venture capital funding. This investment is intended to help Taiwan become a center for global AI talent and investment.
The initiative is expected to create 500,000 jobs and establish three international-level research laboratories, further supporting Taiwan’s long-term AI ambitions.
