Taipei pushes for stronger safeguards on strategic tech exports

Taiwan has introduced a draft revision to its strategic high-tech goods export control list, adding 18 new items that will require exporters to secure government approval before shipment. The Ministry of Economic Affairs released the proposed update on Monday, marking another step in Taiwan’s effort to strengthen oversight of advanced technology exports and sensitive dual use items.

According to the International Trade Administration, the revision enters a 60-day public notice period and covers changes to both the Export Control List for Dual Use Items and Technology and the Common Military List. The updated controls focus on advanced technology categories with potential military applications, including high end 3D printers, semiconductor manufacturing equipment, electron microscopes and quantum computers.

The administration stated that exporters will need Ministry of Economic Affairs approval for any shipment identified as a controlled item. Officials emphasized that permits will be issued as long as the transaction does not pose a risk of military proliferation. They noted that the intention is to prevent strategic high-tech goods from entering weapons development programs rather than restrict legitimate commercial trade.

Authorities added that the ministry conducts annual reviews and updates to the control lists under Article 13 Paragraph 3 of the Foreign Trade Act. These revisions are aligned with practices followed by partner and allied countries to safeguard sensitive technology while maintaining stable trade flows.

This update reinforces Taiwan’s ongoing efforts to strengthen export permit requirements for advanced technology and ensure responsible management of dual use items in global supply chains.
