Spain and Qatar strengthen police cooperation with new security action plan

Spain and Qatar have taken a major step toward expanding their security partnership with the signing of a new bilateral action plan in Doha. The agreement was signed on December 10 by the Minister of the Interior, Fernando Grande Marlaska, and his Qatari counterpart, Sheikh Khalifa Bin Hamad bin Khalifa Al Thani.

This plan builds on the cooperation framework created in 2011, when both countries first established a formal security partnership. The Minister described his visit as significant, noting that it marked the first time a Spanish Minister of the Interior has visited Qatar.

According to a press release from the Ministry, the document outlines six core areas of collaboration. These include information sharing on crimes, efforts to fight terrorism, money laundering, organized crime, and counterfeiting, as well as actions against drug trafficking and cybercrime. It also covers security at ports, airports, coastal areas, and border crossings, along with training programs, knowledge exchange, capacity building, and technical cooperation.

Grande Marlaska called Qatar a “key player” in diplomacy and conflict resolution in its region. He also recognised the “important role” Qatar has played in mediating talks between Israel and Palestine during the Gaza conflict. He stated that “Qatar’s knowledge and experience in this area contribute to our assessments of the state of security and the threat of terrorism and radicalization.”

During their meeting, both ministers reflected on the police cooperation established in 2022 for the FIFA World Cup in Qatar. They also committed to deepening operational coordination for major sporting events, including Formula 1 races, which Doha already hosts and which will take place in Madrid in 2026.

The action plan sets the stage for stronger ties between the two countries as they aim to improve security efforts through shared experience and continued collaboration.
