PWD to partner with Indian Oil Corporation for ‘adopt a flyover’ CSR initiative

The Public Works Department (PWD) is planning to collaborate with Indian Oil Corporation (IOC) to support its Corporate Social Responsibility (CSR) initiative, the ‘adopt a flyover’ project, sources said on Friday.

Under this initiative, private companies can adopt public infrastructure such as flyovers and take responsibility for their maintenance, beautification, and cleanliness. In return, they will receive limited advertising rights on the adopted structures.

In July, during a high-level meeting chaired by PWD Minister Parvesh Verma, it was decided to prepare proposals for large infrastructure projects that align with the public-private partnership (PPP) framework and CSR objectives.

This shift in policy follows growing concerns about delays and cost overruns in earlier public infrastructure projects caused by funding challenges. The ‘adopt a flyover’ initiative is based on the PPP model to ensure better care, maintenance, and cleanliness of road infrastructure.

Officials said that a meeting was held between company representatives and the PWD minister, where directions were given to the department to outline the plan’s modalities. “We are planning to sign a memorandum of understanding (MoU) with IOC to get support for the government’s CSR initiative. The site (flyover) would be handed over to the company for two years for maintenance. Further details are being worked on,” sources said.

PWD has identified 94 flyovers across the national capital for this project, where public amenities could be developed beneath the structures. The initiative aims to transform these neglected and encroached spaces into clean, well-maintained, and functional areas that add to the city’s visual appeal.

As part of the plan, the department is considering facilities such as primary health clinics, electric vehicle charging stations, play areas, offices, reading rooms, and libraries. These additions are expected to make public spaces more accessible and beneficial for citizens while promoting shared responsibility between the public and private sectors.
