Proactive Policing Key to Combating Cybercrime Says Director of TGCSB

Director of the Telangana Cyber Security Bureau (TGCSB) Shikha Goel has emphasised that proactive policing, rather than reactive measures, is the only effective way to address cybersecurity challenges and prevent future cybercrime. She made these remarks at the 28th foundation day of the International Institute for Information Technology (IIIT-H), where a new cybersecurity innovation lab named Vyuha was inaugurated under a memorandum of understanding between the TGCSB and the institute.

Goel highlighted the growing threat of cybercrime, stating: “Cybercrime cases have been rising at an alarming rate. It is predicted that by 2026, the total losses incurred due to online money extortion would reach 12 trillion dollars, which would make the global cybercrime racket the third-largest economy in the world after the US and China. In Telangana, victims lost around Rs 1,900 crore in 2024, and every day, we get about 250 new cybercrime-related cases. So it is clear that to tackle this issue, we need to be on the offensive and not just wait for cases to happen and then take action, and the new lab is going to help us do just that.”

The Vyuha lab will use advanced technology to develop tools that will assist police in solving cybercrime cases while also enabling them to predict and prevent future attacks. Sandeep Shukla, director of IIIT-H, explained: “Different frauds have different tactics. Each of them also has different digital evidence, so what we want to try and do is to create a digital evidence chain that would help the police track down these criminals, using AI and other technological methods. We are also looking to develop sirens in the lab that would alert mobile phone users every time they get a message carrying a virus or other harmful content.”

Goel also pointed out Telangana’s leadership in cybersecurity efforts, noting that the state was the first to launch a cybercrime helpline (1931) and to set up a cybercrime coordination centre, which later inspired the Indian Cybercrime Coordination Centre at the national level. She added that while cybercrime cases rose by 37% across India in 2025, Telangana recorded an 11% decline.

DGP Jitender, the chief guest at the event, praised the initiative and said: “I am confident that the lab will not only help the people of Telangana but the people of India as a whole. This lab will also provide opportunities for Indian-based technology start-ups to develop solutions for cybercrime in the future.”
