A key policy document on primary education reform has now reached the Maharashtra government. The 8-member committee appointed in 2025 to examine the implementation of the three-language formula in primary schools submitted its report to Chief Minister Devendra Fadnavis at the State Secretariat on February 9, 2026.
The committee, chaired by economist Narendra Jadhav, delivered a 10-minute presentation and also submitted a separate report on introducing Artificial Intelligence and ICT (Information and Communication Technology) in school education from Grade 1.
“I have suggested that the recommendations should be implemented from the coming academic year. The main report about the recommendations on three language formula consists of 65 pages, and 60 pages of annexture. The executive summary of the report is 23 pages. I am not at liberty to discuss our recommendations at this stage. But I will hold a press conference once the report is tabled before the cabinet and once I hear back from them,” Narendra Jadhav said.
He added that the supplementary AI report runs 25 pages. Except Sadanand More and Bhushan Shukla, all committee members were present during submission.
“The committee has submitted its report to us. We will discuss it in the cabinet first. We will go over the recommendations and decide if anything needs to be modified. The Cabinet will give its suggestions. We will give a briefing about the contents of the report after that,” Chief Minister Devendra Fadnavis said.
Last year, the government withdrew its earlier decision to introduce the three-language formula at the primary level after strong opposition. Critics argued that making Hindi compulsory was seen as an imposition in Maharashtra. Currently, students begin learning three languages from Grade 5.
Educationists had raised concerns about overburdening young students and pointed to a shortage of teachers. Several cultural, social, and political organisations had also protested.
Following public pressure, the government formed the committee under Narendra Jadhav to review the issue, examine the Raghunath Mashelkar committee report, and consider the National Education Policy. Despite criticism over the panel being led by an economist, the committee consulted political leaders and socio-cultural groups across the State before submitting its report on February 10, 2026.
