Oman has been ranked the most affordable country in the Gulf Cooperation Council for 2025, according to the latest Cost of Living Index released by global data platform Numbeo. Known for its peaceful landscapes and rich heritage, Oman is now earning praise for offering the most budget-friendly lifestyle in the region.
Historically, Oman was a powerful maritime empire in the 17th and 18th centuries, with Muscat serving as a key trade hub. The Omani Empire’s reach once extended along the African coast, including Zanzibar, leaving behind strong cultural influences that are still visible today.
Oman has taken a different path to modernisation compared to its neighbours. Since 1970, under Sultan Qaboos bin Said, the country transformed from a remote desert state into a modern nation with free education, healthcare, and solid infrastructure. It avoided the rapid urban expansion seen in cities like Dubai or Doha.
Under Sultan Haitham bin Tariq, Oman continues to focus on Vision 2040, a reform plan aimed at economic diversification while maintaining its cultural roots. This approach has helped create a calmer and more balanced lifestyle for residents.
Numbeo’s 2025 rankings show Oman as the most affordable GCC country. Average monthly family costs are around Dh9,597.6 (OMR 1,004.7), while single residents spend about Dh2,773.2 (OMR 290.3). Oman’s living costs are 26.5 percent lower than the UAE’s, with rent being 71.7 percent cheaper.
Bahrain comes second, followed by Kuwait, Qatar, Saudi Arabia, and the UAE, which remains the most expensive country in the Gulf.
Oman’s affordability is supported by reliable infrastructure, lower congestion, and strong community values. Expatriates are drawn to its safety, quality of life, and natural beauty, including mountains, deserts, and a peaceful coastline.
This cost advantage may influence migration within the Gulf, as more people consider Oman over pricier destinations. It also highlights the need for policymakers to balance development with affordability.
