The Odisha government on Friday approved a new policy that aims to make the state a major centre for Global Capability Centres. These centres are set up by multinational companies to manage key business functions such as information technology, research and development, and finance.
Chief Secretary Manoj Ahuja said that the State Cabinet, chaired by Chief Minister Mohan Charan Majhi, has cleared twelve proposals from nine departments. This includes the Odisha Global Capability Centre Policy twenty twenty five. He said the policy is designed to attract major multinational companies by offering strong infrastructure, skilled workers, and supportive incentives.
Ahuja said Odisha’s strategic location, improved urban development, and proactive administration make it well suited to become a leading destination for Global Capability Centres. The policy is aligned with the long term development goals of Viksit Odisha twenty thirty six and twenty forty seven. It aims to bring investment of more than one thousand crore rupees and set up at least five advanced Global Capability Centre hubs across regions such as Bhubaneswar, Cuttack Puri Paradip and Bargarh Jharsuguda Sambalpur.
The state expects the creation of more than fifty thousand direct and indirect jobs in the information technology sector. The government has also decided to introduce an e lottery system for the lease of quarries of minor minerals such as stone and sand. Ahuja said this system will speed up the allocation and use of these mineral sources and help reduce the gap between supply and demand at a fair cost. The new rules include measures to prevent illegal mining. They also set a maximum rate for minor minerals. From now on, an individual can receive leases for up to three minor mineral quarries in one district and five across the entire state.
The government of Odisha will also have the authority to take forty per cent of a minor mineral block and sell it to the public in cases of shortage. This is to prevent a single lease holder from gaining control of the market. The new rules also include provisions for blacklisting and fines.
To improve transparency in the handling of minor minerals, the State Cabinet has approved the Odisha Minerals Rules twenty twenty five. These rules replace the older two thousand seven version. Ahuja said, “This would be the most advanced and IT enabled rules for the regulation of minor minerals in the country.”
The government of Odisha has also decided to increase the Pre Matric and Post Matric scholarship amounts for Scheduled Tribe and Scheduled Caste students under the Mukhyamantri Medhavi Chhatra Protsahan Yojana. Scholarships for these students will now rise to sixteen thousand rupees per year for boy boarders and seventeen thousand rupees per year for girl boarders. At present boys receive ten thousand five hundred rupees and girls receive eleven thousand rupees per year.
