Microsoft introduces new marketplace for publishers to license content to AI developers

In a move aimed at reshaping how content is used in artificial intelligence systems, Microsoft has introduced a new marketplace designed to connect publishers directly with AI developers.

Microsoft has launched the Publisher Content Marketplace (PCM), a platform that allows publishers to license their articles to AI developers. Announced on February 3, 2026, the platform offers licensing deals and compensates publishers based on how much their content is used. The company said the platform was shaped with input from major digital publishers and media groups.

Through PCM, publishers can decide their own licensing terms, track performance through detailed usage data, and retain full control over their content regardless of their size. Microsoft noted that early tests with Copilot showed that AI responses improved when trained or supported by licensed publisher content.

The platform also creates a direct revenue stream for publishers by enabling them to monetise paywalled or archived content. PCM provides usage-based reporting and allows publishers to define their own pricing and licensing conditions.

A digital platform company has already joined the marketplace, signalling early interest from the publishing ecosystem. Microsoft said it plans to onboard more partners in the near future as it expands the platform.

With PCM, Microsoft aims to offer a structured and transparent way for publishers to benefit from the growing use of their content in AI systems, while giving developers access to high-quality, licensed material.
