The Maharashtra government has introduced a new policy aimed at promoting the use of artificial sand in construction to reduce pressure on natural river sand resources. The state has issued an official order to all district collectors to implement the policy without delay. This step is seen as a major move toward environmental protection and sustainable construction practices.
Under the new guidelines, district collectors have been given the authority to approve up to 100 units that produce artificial sand, also known as M Sand. Previously, the limit was 50 units. The government will also identify land suitable for establishing these units. Information about both government owned and private land will be made available on the Mahakhanij portal for auction and allocation to registered enterprises.
The resolution specifies that units will only be allowed to operate after completing the required registration process. The state has also made it clear that any unit found violating operational norms will face permanent cancellation of its license. The revenue minister stated that with the standard operating procedure now defined, the policy can be implemented smoothly.
The government views the adoption of artificial sand as necessary for reducing dependence on river sand. Officials have noted that continuous sand mining from rivers has damaged riverbeds and ecosystems. The minister had earlier emphasized that replacing natural sand with artificial sand is essential for protecting the environment. He stated that the long term goal is to end river sand mining while ensuring a stable supply of sand for the construction sector and restricting illegal sand transportation.
The artificial sand initiative is expected to support both environmental conservation and the construction industry by providing a more regulated and sustainable material supply. The policy also aims to prevent shortages that often lead to price hikes in building materials.
