Maharashtra clears new PPP policy; projects above Rs 25 crore to need infra panel nod

In a major step to accelerate infrastructure development, the Maharashtra cabinet on Tuesday approved a new public-private partnership (PPP) policy. The framework sets clear approval mechanisms and financial support for upcoming PPP projects in the state.

Under the policy, projects worth more than Rs 25 crore will require approval from the cabinet sub-committee for infrastructure, headed by Chief Minister Devendra Fadnavis. Projects costing below Rs 25 crore will be cleared by a committee led by the Chief Secretary.

The cabinet has also sanctioned a pooled fund of Rs 200 crore to serve as a feasibility gap fund for PPP initiatives. Ongoing projects, however, will continue as per the terms and conditions laid out in their existing concession agreements and tender documents.

As part of the new structure, a dedicated PPP unit will be established under the planning department. Additional PPP units will be created in other departments based on requirement. A separate PPP cell will also be set up within the Maharashtra Institute for Transformation (MITRA).

Officials said the policy is designed to attract capital and skilled manpower to strengthen infrastructure development and boost economic growth. An administrative framework will be developed to ensure timely execution of projects.

The cabinet also approved the Maharashtra 2047 Vision Document during its meeting held on October 28, 2025. The document outlines 100 initiatives aimed at long-term economic growth.

The broader goal is to expand Maharashtra’s economy to $1 trillion by 2029. With several projects already underway and more planned, the state expects significant investment and efficient resource utilisation. The PPP model has been positioned as a key mechanism to mobilise private participation and accelerate infrastructure expansion.
