Kerala targets five lakh new IT jobs by 2031 with a plan to secure 10 percent of India’s IT market

Kerala has revealed a major plan to create five lakh new jobs in the Information Technology sector by 2031 as part of its Vision 2031 strategy. Chief Minister Pinarayi Vijayan announced the target while inaugurating the ReCode Kerala 2025 IT Seminar organised by the Department of Electronics and IT.

The state aims to secure 10 percent of India’s IT market share and increase the number of Global Capability Centres to 120. A draft Vision Document for Information Technology, Electronics, Semiconductors, and Emerging Technologies was also presented during the event.

Kerala is preparing to grow its IT infrastructure to three crore square feet. Due to limited land availability, the government will depend on private partnerships and land pooling to set up new facilities. The Chief Minister confirmed that the development of data centres, cloud infrastructure sites, and satellite IT parks will follow sustainable construction and energy practices.

Skill development remains a major focus of the plan. The government aims to train ten lakh skilled youth, create five lakh high quality jobs, and generate two lakh opportunities in Global Capability Centres. Kerala will set up new institutions including the Kerala Future Technology Mission, Kerala Semiconductor Mission, and Kerala AI Mission to support growth in key technology areas.

Special importance will be given to semiconductor research and artificial intelligence development. Vijayan said the goal is to establish Kerala as a global centre for Artificial Intelligence and improve governance and public services with AI.

Another key announcement was Maker Village 2.0. This expansion of India’s largest hardware incubator in Kochi will include new research and incubation centres in Wayanad, Kannur, Palakkad, Alappuzha, Thrissur, and Kottayam. This will help promote innovation and entrepreneurship across the state.

Vijayan also highlighted Kerala’s strong history in technology and education. The state was home to India’s first Technopark, first electronics production company, first Digital University, and first Digital Science Park.

The startup sector has shown rapid growth. The number of startups increased from 300 in 2016 to 6400 today. The state has recorded 254 percent growth in the startup ecosystem between 2021 and 2023 and hosts India’s first Super Fab Lab.
