Kerala to Unveil Global Capability Centre Policy to Boost Jobs and Investments

Kerala Chief Minister Pinarayi Vijayan announced that the State will launch a comprehensive Global Capability Centre (GCC) policy this year to showcase its potential at the international level. The policy is designed to attract companies planning to set up GCCs while generating major employment opportunities.

Incentives and Support for GCCs
The government will offer incentives to companies establishing GCCs in Kerala. A single window system will also be introduced to simplify permits and provide essential facilities from the start to the commencement of operations. At present, Kerala has 40 GCCs, and the government aims to increase this number to 120 by 2030. This expansion is expected to create 200,000 jobs, up from the current 40,000. Global industry leaders are being invited to explore Kerala’s infrastructure, IT parks, and quality of life.

Infrastructure and Innovation Ecosystem
IT Secretary Seeram Sambasiva Rao highlighted Kerala’s strong infrastructure, which includes national highways, the Vizhinjam port, coastal and hill highways, and canal transport. He described the GCC sector as the “driving force” of the State’s economy and underlined the importance of controlled urbanisation for sustainable IT growth.

Focus on Talent and Technology
S.D. Shibulal, Vice Chairman of Kerala’s IT high-powered committee, pointed out the State’s commitment to nurturing talent and innovation. He referred to initiatives such as the Research Cluster, GPU Cluster, and Kerala AI for Government Services. Company leaders participating in the roundtable stressed the importance of promoting women to leadership roles in the GCC and IT sectors, as well as identifying key areas for strategic development.

Special Teams for GCC Development
Details of the draft GCC policy were shared by Infopark CEO Susanth Kurunthil, who confirmed that special teams will be formed at Technopark in Thiruvananthapuram and Infopark in Kochi. These teams will provide dedicated support to GCCs and streamline operations for global businesses.

Technopark CEO Sanjeev Nair and Kerala Startup Mission CEO Anoop Ambika also took part in the discussions, highlighting Kerala’s readiness to attract GCC investments.

With strong policy support, advanced infrastructure, a skilled workforce, and innovation-driven initiatives, Kerala is preparing to emerge as a global hub for GCCs.
