In a major step towards improving the state’s registration process and adapting to rapid technological advancements, the Karnataka government has decided to hire highly skilled technology professionals at prevailing market wages. These professionals, including experts in artificial intelligence and machine learning, will work to modernize and enhance digital services for citizens.
The government will recruit 39 top tech specialists through a manpower agency for the newly formed in-house Kaveri Technical Cell. This cell will focus on developing and maintaining the Kaveri software platform, which manages property registration and related services. The move aims to ensure faster implementation of new features, greater efficiency, and stronger technical independence.
The Kaveri Technical Cell, which received Cabinet approval last week, was formally notified on Monday. It was announced in the 2025-2026 Budget with a funding allocation of ₹69.13 crore for five years. The cell will handle continuous development, maintenance, and upgrades of Kaveri 2.0 to keep up with changing laws, new integrations, and operational needs.
The department is planning a transition from scanned document-based systems to a fully digital setup using Geographic Information Systems (GIS). It also plans to shift from web-based platforms to mobile applications and IoT-based systems. The introduction of digital e-stamps and GIS-based valuation is expected to improve efficiency, reduce data leakage, and strengthen transparency in services.
According to officials, the need for this reform comes after amendments to the Karnataka Stamp Act, 1957, the Registration Act, 1908, and the Karnataka Registration Rules, 1965, along with new rules under the Karnataka Digital eStamps Rules 2025. “Each change in law or procedure requires corresponding modifications in the software,” said an official from the Revenue Department.
Currently, software updates are managed by the Centre for e-Governance, which is also handling projects for several other departments. “It is burdened with work from other departments too. There were issues, including quality of work since expectation and execution differed,” the official said. “This initiative will come at half the cost of hiring a tech company for the same work. The cell will bring speed, flexibility, cost efficiency, and larger control on priorities.”
The hired professionals will manage system upgrades, integrations, bug fixes, and performance monitoring under the supervision of department officials. Their work will be reviewed by an expert committee. Sources also mentioned that retaining existing developers had been difficult due to high industry salaries, making flexible market-based hiring a practical solution.
