Karnataka and Malaysia’s Penang explore partnership in semiconductors and deep tech

A focused dialogue on future ready technologies took place as Karnataka hosted a senior delegation from Penang, Malaysia, to discuss long term collaboration across multiple innovation driven sectors.

The Department of Electronics, IT and BT, Government of Karnataka, hosted the high level delegation to explore strategic cooperation in areas such as semiconductors, deep tech, space technologies, smart cities, skilling, and innovation led industrial growth.

The delegation was led by Jagdeep Singh Deo, Deputy Chief Minister II of Penang. It included senior officials from the Penang State Government, representatives from the Penang Island City Council, and officials from the Consulate General of Malaysia in Chennai.

During the visit, the delegation held detailed discussions with IT and BT Minister Priyank Kharge and Manjula N, Secretary to Government, Department of Electronics, Information Technology, Biotechnology, and Science and Technology, Government of Karnataka. Other senior officials from the department were also present.

The discussions focused on identifying areas of strategic collaboration between Karnataka and Penang. Karnataka highlighted its strengths in software, research and development, chip design, startups, deep tech, and talent development. Penang shared its globally recognised leadership in electronics manufacturing, semiconductors, advanced materials, and industrial scale up.

The Penang delegation expressed strong interest in moving discussions forward towards a formal memorandum of understanding to institutionalise cooperation. Both sides agreed to identify a focused set of priority areas. These include semiconductors and chip design, skilling and talent exchange, deep tech, space applications, and smart cities. The two regions plan to take these discussions ahead through structured engagement.

Speaking at the meeting, Kharge said, “Karnataka’s success has been built on strong, integrated ecosystems education, skilling, startups, R&D. Penang has created an unparalleled hardware and semiconductor ecosystem.”

The engagement reflects a shared intent to build cross border partnerships that support innovation, industrial growth, and future technology development.
