James Saunders Appointed as the New Chief Information Security Officer of the Maryland Department of Information Technology

The Maryland Department of Information Technology (DoIT) has named James Saunders, a former U.S. Office of Personnel Management (OPM) information officer, as its next Chief Information Security Officer (CISO). Saunders, who began his role in an acting capacity on Monday, will oversee the Office of Security Management, which is entrusted with safeguarding the state’s IT systems, infrastructure, and sensitive data.

Saunders brings over 15 years of cybersecurity leadership experience, having worked extensively in both the federal government and the private sector. His appointment is seen as a major asset, with the department emphasizing his expertise in securing critical systems and his significant contributions to cybersecurity transformation.

“I’m a big believer in partnership,” Saunders remarked in the announcement. “Whether they are part of my security team or not, I will work hand in hand with those across the State of Maryland to ensure we keep our people and our assets safe, together.”

Before joining DoIT, Saunders held key positions as CISO and Deputy Chief Information Officer at OPM. He played a pivotal role in implementing zero-trust security programs and drove a cultural shift within the agency’s security team, fostering improved collaboration between agencies. Saunders also served as CISO for the U.S. Small Business Administration, where he helped develop secure systems for distributing nearly $700 billion in relief funds to businesses during the COVID-19 pandemic.

“Cybersecurity has never been more crucial, as organizations face new threats such as agentic AI,” said DoIT Secretary Katie Savage. “James Saunders’ experience securing critical systems will be invaluable to Maryland as we tackle the growing challenges of cybersecurity.”

Saunders is among the latest federal officials to transition into high-ranking state positions, reflecting a shift in government personnel as the new federal administration brings uncertainty about workforce stability. Gov. Wes Moore expressed the significance of Saunders’ appointment, highlighting Maryland’s commitment to becoming a leader in the cybersecurity industry.

Saunders will serve in an acting role until his appointment is formally confirmed by the governor and approved by the state Senate.
