India’s AI-Powered DigiLocker marks a new era of Digital Governance

India’s digital transformation is entering a defining new phase. The Ministry of Electronics and Information Technology (MeitY) has unveiled plans to supercharge DigiLocker — the country’s flagship digital document platform, with artificial intelligence, global interoperability and enhanced trust infrastructure.

What began as a secure digital vault for storing government-issued documents is now evolving into a cornerstone of India’s governance and identity ecosystem.

From Connectivity to Trust: The New Chapter in Digital India

Launched under the Digital India initiative, DigiLocker was designed to make essential government documents accessible anytime, anywhere. Today, it’s far more than a convenience, it’s a digital backbone.

According to MeitY, the platform now serves over 510 million registered users, connecting citizens with nearly 2,000 government services across states and union territories. States like Assam, Maharashtra, Kerala, and Madhya Pradesh have already been recognised as “DigiLocker Accelerators” for integrating the platform into hundreds of e-governance services.

At a recent national conference, MeitY Secretary S. Krishnan described DigiLocker as The trust layer connecting citizens, ministries, and departments, enabling secure, interoperable and accountable governance.”

This signals a broader shift in India’s digital narrative — from connectivity to capability, service delivery to self-reliance and now from digitalisation towards trust.

The AI Leap: eKYC and Global Credential Verification

The next version of DigiLocker will be powered by AI-based eKYC (electronic Know Your Customer) verification.
This means that individuals will soon be able to verify their identity through machine learning and biometric checks in seconds, transforming onboarding processes in banking, insurance, education and public services.

Another landmark feature, Global Credential Verification, will enable Indian-issued digital certificates and credentials to be verifiable worldwide. From academic transcripts to professional licences, credentials stored on DigiLocker could soon gain international acceptance — a major step for India’s global digital credibility.

Together, these upgrades turn DigiLocker from a document repository into a globally trusted identity infrastructure.

Why This Matters?

The implications extend well beyond convenience.

  • Paperless governance at scale: AI-enabled verification reduces the need for physical documents, speeding up approvals and reducing administrative costs.
  • Trust as infrastructure: By embedding transparency, security, and verification into the system’s core, DigiLocker reinforces India’s move towards trust-based digital governance.
  • FinTech and BFSI enablement: Seamless eKYC can redefine onboarding and compliance processes for banks, insurers, and digital lenders, improving efficiency while safeguarding data integrity.

The Roadblocks Ahead

Yet, with progress comes complexity.
Experts caution that the introduction of AI brings fresh challenges around data privacy, algorithmic bias, and accountability. Ensuring that verification systems are both accurate and fair remains a critical task.

Interoperability between government systems and private entities will also be key — as will ensuring last-mile access for citizens in remote or low-connectivity regions.

And while global credential verification is promising, it requires international cooperation and mutual recognition frameworks, something that could take years to establish at scale.

The Bigger Picture

DigiLocker’s evolution represents more than a technological upgrade, it’s a philosophical shift. India is reframing digital governance not just around speed or scale, but around trust, transparency and inclusivity.

As MeitY continues to advance its AI-driven strategy, DigiLocker could soon become the world’s most extensive trust infrastructure — one that underpins citizen identity, business verification, and even global collaboration.

In essence, India’s journey from digital connectivity to digital credibility is well underway.
