India will release its Artificial Intelligence governance framework by September 28, IT Minister Ashwini Vaishnaw has confirmed. The framework, described as non-prescriptive, is aimed at setting safety boundaries and creating checks and balances to protect citizens from potential risks associated with AI.
Speaking on Thursday, the minister said that AI safety will remain a top priority for the government and will also be a central theme at the AI Impact Summit scheduled for February 2026. The summit, to be inaugurated by Prime Minister Narendra Modi on February 19-20, is expected to bring together global leaders and heads of state. Vaishnaw also reiterated that India supports a consensus-based approach to building a global governance model for AI.
The participation of China and other countries that skipped earlier summits in the UK, South Korea, and France remains uncertain. Vaishnaw stated that the Ministry of External Affairs will decide the list of invitees.
According to the minister, the framework is the result of extensive consultations led by Principal Scientific Advisor Ajay Kumar Sood and includes inputs from more than 3,000 stakeholders. He added that some parts of the framework, particularly those directly linked to citizen safety, may eventually be converted into law, while others will remain advisory. This balance, he explained, is intended to encourage innovation while ensuring responsible regulation.
Addressing growing concerns over AI-generated synthetic content and deepfakes, Vaishnaw referred to a recent deepfake video involving Prime Minister Modi and his late mother. He stressed that the new governance framework and the upcoming summit will place strong emphasis on protecting users from such risks. The framework will clearly outline mechanisms to handle harm caused by AI, reinforcing safeguards as the use of AI becomes more widespread.
