India Sets the Stage for a New Era of Global Capability Centres (GCC)

A bold and visionary step has been taken by the Ministry of Electronics and IT, as it brings together a powerhouse of industry leaders to shape a national strategy for Global Capability Centres or GCCs. With a rapidly rising presence in India, these centres have already made their mark, contributing more than a quarter of the country’s vast $250 billion outsourcing industry.

This newly created committee will weave together expertise from across the spectrum. Representatives from leading industry body Nasscom, transformation partners Zinnov Consulting and ANSR, advisory firm KPMG, and the national investment facilitation agency are among the minds guiding this GCC initiative. Their mission is clear — develop a framework that encourages GCC growth, especially in emerging tier 2 cities.

With more than 1,760 GCCs already operational and one to two new centres opening each week, the momentum is strong. These hubs currently employ around 1.9 million individuals and are expected to generate close to $105 billion in revenue by the end of this decade, providing jobs to nearly 2.8 million people.

This policy push was seeded in the latest federal budget, which called for a national vision to boost GCCs by streamlining infrastructure, introducing progressive bylaw reforms, and building a stronger bridge between government and industry. The focus is on encouraging innovation, local talent growth, and meaningful collaboration.

Yet, not all is seamless. The sector still wrestles with regulatory ambiguity and a need for a consistent definition of GCCs across ministries. Tax challenges, particularly surrounding the ‘safe harbour’ policy, deter many companies from leveraging government benefits. Furthermore, the high demand for advanced skills in AI, data science, and cybersecurity has created a talent gap that risks slowing the innovation engine.

States like Tamil Nadu, Karnataka, and Uttar Pradesh have already launched their own incentive-filled policies, including subsidies and support to expand beyond metro cities. Meanwhile, others like Madhya Pradesh and Telangana are drafting their plans to invite global players to their soil.

India is no longer just a destination — it’s becoming the epicentre for global innovation and digital capability.
