India and Singapore Unveil Road Map for Stronger Strategic Partnership

India and Singapore have launched a new road map to strengthen their comprehensive strategic partnership, focusing on areas such as economic growth, skill development, digitalisation, sustainability, healthcare, connectivity, defence and security, and people-to-people ties. The announcement came after Prime Minister Narendra Modi held talks with his Singaporean counterpart Lawrence Wong.

Modi described the partnership as more than diplomacy, saying, “This is a partnership with purpose, rooted in shared values, guided by mutual interests, and driven by a common vision for peace, progress and prosperity.” He thanked Singapore for supporting India on issues of cross-border terrorism and the Pahalgam attack.

The road map outlines new areas of collaboration including advanced manufacturing, green shipping, skilling, civil nuclear energy and urban water management. Modi also highlighted a time-bound review of the Comprehensive Economic Cooperation Agreement and the Free Trade Agreement with Asean to further boost trade.

Five agreements were signed in fields such as space, civil aviation and digitalisation, with both sides agreeing to explore civil nuclear cooperation. A joint statement confirmed strong support for the growth of India’s semiconductor industry and ecosystem through the India-Singapore Semiconductor Policy Dialogue, encouraging partnerships with Singapore companies and strengthening resilient supply chains. Modi noted that the Semiconductor Ecosystem Partnership Agreement signed last year had given fresh momentum to research and development.

Defence and security also featured prominently, with both leaders backing deeper cooperation through regular exchanges between defence ministers and joint army, naval and air force exercises. Technology cooperation will also expand into emerging areas such as quantum computing, AI, automation and unmanned vessels.

Singapore acknowledged India’s interest in the Malacca Straits Patrol, a maritime security initiative involving Malaysia, Indonesia, Thailand and Singapore. Modi called Singapore a “vital pillar of our Act East Policy” and stressed the importance of advancing joint work with Asean for peace and stability in the Indo-Pacific region.

Both countries reaffirmed their commitment to combating terrorism, including cross-border terrorism, and underlined zero tolerance towards terror in all forms. They pledged to strengthen cooperation against global and regional threats, including terror organisations listed by the UN, and to act against terror financing through bilateral mechanisms, FATF and other multilateral platforms.
