India and Malaysia expand cooperation across semiconductors, defence and clean energy

A renewed push to strengthen bilateral cooperation marked the high-level meeting between Prime Minister Narendra Modi and Malaysian Prime Minister Anwar Ibrahim in Putrajaya on Sunday, as both leaders outlined a broader vision for their Comprehensive Strategic Partnership.

The talks focused strongly on future-facing sectors such as artificial intelligence, defence, and semiconductors, reflecting shared priorities in technology and security. Following the discussions, several agreements and memoranda of understanding were exchanged, covering strategic, economic, technological, and people-to-people cooperation.

Briefing the media after the meeting, Ministry of External Affairs Secretary (East) P Kumaran said: “The two PMs reviewed bilateral cooperation across the full spectrum of our partnership, including trade, investments, defence, security, semiconductors, digital technologies, financial technologies, fintech, renewable energy, education, healthcare, culture, tourism, and people-to-people exchanges. They also had the opportunity to discuss key regional and global issues.”

Semiconductors emerged as a major focus area, with Malaysia accounting for around 13% of global semiconductor trade. Both leaders agreed to work toward integrating India’s design expertise with Malaysia’s strengths in manufacturing and packaging, underlining the sector’s strategic importance to the global technology ecosystem.

In the clean energy space, Malaysia’s PETRONAS and Gentari are expanding their footprint in India’s solar and green hydrogen sectors. This move supports the shared objective of achieving net-zero emissions. The joint statement also noted Malaysia’s appreciation of India’s role in setting up the International Solar Alliance.

To strengthen supply chain resilience, the Indian Electronics and Semiconductor Association (IESA) and the Malaysia Semiconductor Industry Association (MSIA) have been formally linked to address global disruptions.

On defence cooperation, both sides welcomed progress under the Malaysia-India Defence Cooperation Committee and its subcommittees. This includes the establishment of a Strategic Affairs Working Group and the Su-30 Forum. The forum allows the Indian Air Force and the Royal Malaysian Air Force to exchange technical knowledge, maintenance practices, and spare parts strategies, helping overcome supply chain challenges.
