In a major administrative action, the Haryana government has suspended 2 IAS officers in connection with an alleged ₹550 crore bank fraud involving private sector banks.
The officers, Pradeep Kumar (2011 batch) and Ram Kumar Singh (2012 batch), were placed under suspension under Rule 3(1)(a) of the All India Services (Discipline & Appeal) Rules, 1969. Separate suspension orders were issued by Chief Secretary Anurag Rastogi on Wednesday night.
While the official orders did not specify reasons, officials indicated that the action is linked to an ongoing investigation into alleged misappropriation and embezzlement of government funds involving IDFC First Bank, AU Small Finance Bank, and Kotak Mahindra Bank. The state government has not issued an official statement on the matter.
According to officials, Pradeep Kumar served as Member Secretary of the Haryana State Pollution Control Board from August 31, 2022 to December 10, 2025, a period now under scrutiny for banking transactions. A case registered by the Central Bureau of Investigation in the IDFC First Bank matter states that the alleged crime occurred between September 26, 2025 and February 23, 2026.
Ram Kumar Singh served as Commissioner of the Panchkula Municipal Corporation from July 10, 2025 to January 28, 2026, during which the alleged misappropriation of funds in the urban local body is said to have taken place.
Before suspension, Pradeep Kumar was posted as Director, State Transport, while Ram Kumar Singh was serving as Special Secretary, Revenue and Additional CEO of the Panchkula Metropolitan Development Authority.
Under Rule 3(1)(a), a government may suspend an officer if disciplinary proceedings are contemplated or pending. During the suspension period, both officers will receive subsistence allowance as per Rule 4 of the same rules. Their headquarters have been designated as the office of the Haryana Chief Secretary (Services-I Branch) in Chandigarh.
