Amid rising concerns around digital fraud, Nayab Singh Saini announced that Haryana has recorded a noticeable decline in cybercrime cases in 2025, supported by stronger enforcement and technology-led action.
Speaking in the Haryana Vidhan Sabha, the Chief Minister said cybercrime cases fell from 6,054 in 2024 to 5,000 in 2025, a drop of nearly 17%. Fraud cases also declined from 9,804 to 6,324, marking a reduction of about 36%. At the same time, arrests increased sharply from 5,156 to 8,093, a rise of around 57%.
The government has set up a dedicated cybercrime department and is taking strict action against offenders. Authorities are also addressing evolving threats like “digital arrest” scams, where stolen money is routed through multiple bank accounts. Police, along with banks, are acting quickly to freeze such funds, with the proportion of held amounts rising from 27% in 2024 to 40% in 2025.
To improve response time, the ‘Zero FIR’ system has been implemented, allowing victims to report cases via the 1930 helpline. Complaints are automatically transferred to the relevant police station. Additionally, 16 bank nodal officers are deployed in the Cyber Crime Control Room to help freeze defrauded funds until investigations are complete.
The government is also considering a dual OTP system for citizens above 60 years. Under this proposal, OTPs for bank transactions will be sent to both the user and their child, and the transaction will proceed only after both codes are entered.
In other updates, the Chief Minister confirmed an FIR in the Julana civic body corruption case, with the investigation ongoing. The state is also exploring a wastewater management solution in Rewari by combining villages with populations of 5,814 and 4,629 under the ‘Mahagram’ category.
Compensation has been released to 1,57,455 farmers at Rs 575 per quintal, with payments pending for 601 due to incorrect bank details. Plans are also underway to strengthen irrigation in Assandh, with 10 canals expected to be reconstructed, potentially with World Bank funding in 2026-27.
Healthcare and social initiatives include a new de-addiction centre in Tauru and continued anti-drug efforts. CCTV coverage has reached 96.4% of chemist shops across the state.
