Amid ongoing discussions with technology companies, the Central government is likely to extend the implementation timeline for the SIM-binding rule applicable to messaging platforms. The move comes after firms raised concerns over technical complexities in complying with the new requirement.
The rule, introduced under telecom cybersecurity measures, requires apps such as WhatsApp, Signal, and Telegram to link user accounts with active mobile SIM cards. If a SIM is removed, changed, or deactivated, the messaging service must stop working on that device.
Officials are considering extending the deadline to give companies more time to build and deploy the required systems. These include network verification, SIM authentication, and device-level validation processes, which companies say are complex to implement at scale.
The SIM-binding rule is part of efforts by the Department of Telecommunications to improve cybersecurity and enhance traceability in digital communications. Authorities believe that linking accounts to SIM cards will help law enforcement track individuals involved in cyber fraud, impersonation, and other illegal activities.
Cybercrime cases through messaging platforms have been rising in recent years, including financial fraud and impersonation scams. The SIM-binding system is expected to reduce anonymous misuse and improve accountability.
However, companies have raised concerns about privacy and infrastructure requirements. They note that continuous SIM verification and integration with telecom operator databases will require major system upgrades.
Despite these challenges, the government maintains that the rule is necessary to improve user safety. The proposed extension is expected to help companies meet compliance requirements without disrupting services.
