Goa Partners with MeitY Bhashini to Introduce Multilingual AI in Governance

As part of the Goa AI Mission 2027, the state has taken another major step towards becoming an AI-led state with the event titled AI for Governance and Social Impact: Leveraging Technology for Inclusive, Responsible, and Sustainable Public Systems.

The event was organised by the Department of Information Technology, Electronics and Communications, Government of Goa, in collaboration with the Goa Institute of Management and the IndiaAI Mission. It brought together leaders from government, academia, and global industry to discuss how Artificial Intelligence can support governance with inclusivity and sustainability.

One of the key highlights was the signing of a Memorandum of Understanding between the Department of Information Technology, Electronics and Communications and the Digital India Bhashini Division of the Ministry of Electronics and Information Technology. This partnership will deliver multilingual AI solutions for Goa’s public systems, ensuring governance is more inclusive and accessible to citizens across languages and communities.

The event was inaugurated by the Hon’ble Minister for Information Technology, Electronics and Communications, Shri Rohan A. Khaunte, along with Shri Kabir Shirgaonkar, Director of the Department of Information Technology, Electronics and Communications, Dr Ajit Parulekar, Director of Goa Institute of Management, Shri Amitabh Nag, Chief Executive Officer of the Digital India Bhashini Division, and Smt Kavita Bhatia, Chief Operating Officer of the IndiaAI Mission. Senior officials and Heads of Departments of the Government of Goa were also present.

The central vision of the day was to make Goa a model of how AI can be used for ethical, inclusive, and sustainable governance. The focus was on turning innovation into social impact and ensuring every citizen benefits from the digital economy.

Addressing the gathering, Minister Shri Rohan A. Khaunte said, “We are focusing on capacity building, ethical and responsible AI, and turning innovation into impact, because AI is not just a buzzword, it must remain human-centric. With the Goa AI Mission 2027, we are building skills, empowering startups, creating capital support, and strengthening infrastructure.”

He also highlighted that the mission is collective in nature and extends beyond efficiency to embrace inclusivity, creativity, and transformative outcomes. “Goa embodies a spirit of innovation, openness, and resilience, and is prepared to lead this transformation,” he added.

The sessions at the event covered themes such as equity in governance and the opportunities of Generative AI. Perspectives were shared by experts from organisations including the IFC World Bank Group, Google Cloud, UNESCO, AI Transformation, Practical Action, and Sarvam AI. These discussions provided global insights and frameworks for assessing AI readiness.

By embedding Artificial Intelligence into its governance model, Goa is not only strengthening its innovation ecosystem but also setting a foundation to become a leading AI-driven state in India.
