Moving to boost digital access and future-ready infrastructure, the Goa government has entered into a strategic partnership with Starlink Satellite Communications Private Limited to explore advanced connectivity solutions across the state.
The Department of Information Technology, Electronics & Communications (DITE&C), Government of Goa, signed a Memorandum of Understanding with Starlink Satellite Communications Private Limited. The collaboration is aimed at supporting digital inclusion, strengthening public infrastructure, improving coastal safety, and enhancing emergency response systems statewide.
The MoU was signed in the presence of Goa Chief Minister Dr Pramod Sawant and Minister for Information Technology, Electronics & Communications Shri Rohan Khaunte. Senior officials present included Dr V. Candavelou, IAS, Chief Secretary; Shri Kabir Shirgaonkar, Director, DITE&C; Shri Neville Noronha, OSD to the Minister; and other officials. Starlink Satellite Communications Private Limited was represented by Shri Prabhakar Jayakumar, Head Starlink India.
Speaking at the event, Dr Pramod Sawant said, “The Government of Goa is committed to harnessing technology to drive digital transformation and improve the lives of our citizens. This partnership with Starlink is a significant step towards achieving our vision of a digitally empowered Goa.”
Shri Rohan Khaunte highlighted the broader impact of the collaboration, stating, “This partnership with Starlink will transform Goa’s governance landscape, leveraging modern technology to drive efficiency and responsiveness. By bridging the digital divide and enhancing public services, we’ll make Goa an even more attractive hub for investment, tourism and talent, while ensuring our citizens reap the benefits of digital progress.”
Under the agreement, DITE&C and Starlink will jointly explore initiatives in digital connectivity, disaster resilience, and smart governance. Starlink has expressed interest in piloting satellite broadband services in areas with limited terrestrial networks. These include government schools, healthcare facilities, and disaster management centres.
The partnership also focuses on improving emergency preparedness, building technical capacity through training programmes, and exploring affordable tariff models for socially beneficial use cases. In addition, it aims to support smart governance, tourism, and coastal development by strengthening connectivity for public infrastructure and essential services.
Through this MoU, the Goa government reiterated its commitment to digital transformation, innovation, and citizen welfare, with a focus on building a resilient and sustainable digital ecosystem.
