Europe risks losing UN spectrum race to India amid leadership standoff

A tense leadership contest is unfolding at the United Nations’ technology agency, where Europe’s split could hand a key post to India. France and Germany both have candidates vying to lead the ITU’s Radiocommunication Bureau, which oversees global spectrum allocation for mobile networks, satellites, and scientific frequencies. Unless the standoff is resolved before the ITU plenipotentiary in Doha this November, India’s frontrunner could emerge victorious.

The outgoing bureau director, Mario Maniewicz, is completing his second term after managing the surge of satellite mega constellations and preparing for the 6G era. The three candidates on the November ballot are Eric Fournier of France, Alexander Kühn of Germany, and Revathi Mannepalli of India, with the winner taking office in January 2027. While other ITU top seats face little competition, the Radiocommunication Bureau remains hotly contested.

Both European candidates are attending key meetings in Geneva to engage stakeholders. Fournier, with nearly 30 years at ITU, noted that “having two candidates from Europe weakens our position and reduces the chances of electing a European,” while hinting at ongoing discussions about possible diplomatic solutions. Kühn, who has led Germany’s delegation at multiple World Radiocommunication Conferences, stated, “I know Eric very well, and we have a longstanding working relationship, and I look forward to a good competition with him.”

Europe’s internal division stems from a narrow, non-binding vote in February favouring Fournier, which convinced Kühn he still has a chance. Germany’s support remains strong, illustrated by the presence of state secretary Dr Markus Richter in Geneva last month.

India’s candidate, Revathi Mannepalli, brings nearly two decades of ITU experience and currently serves on the Radio Regulation Board. She has focused on strengthening developing countries’ participation in global spectrum and orbital resource decisions. Observers say the European standoff increases her chances.

The new director will inherit rising satellite filings, coordination disputes, and the task of preparing the 2027 Radio Conference in Shanghai. Fournier emphasised that Europe’s priority is ensuring “rules are decided by all member states collectively based on technical analysis.” Kühn stressed keeping entry barriers low to allow new participants in the satellite sector.
