China Calls U.S. TikTok Deal a ‘Win-Win’, Will Review Technology and IP Transfers

China has described the framework deal to shift TikTok’s U.S. ownership into American control as a “win-win,” while confirming that it will review the app’s technology exports and intellectual property licensing. The announcement was made in a state media editorial following talks in Madrid.

The agreement is expected to be confirmed during a scheduled call on Friday between U.S. President Donald Trump and Chinese President Xi Jinping. Investors on both sides are closely watching the outcome, as TikTok has over 170 million users in the United States.

The deal would transfer TikTok’s U.S. operations from its Chinese parent company Bytedance to American ownership. Sources noted that the structure is similar to an earlier agreement reached this year, which was later shelved after Washington imposed tariffs on Chinese goods.

“China reached the relevant consensus with the United States on the TikTok issue because it is based on the principles of mutual respect, peaceful coexistence and win-win cooperation,” an editorial published in the official press stated. It also added that “China will review matters related to TikTok’s technology exports and intellectual property licensing in accordance with the law.”

The article was signed “Zhong Sheng” or “Voice of China,” a term often used to convey the government’s foreign policy stance.

After meetings with Chinese officials in Madrid earlier this week, U.S. Treasury Secretary Scott Bessent said the September 17 deadline that could have disrupted TikTok’s services in the U.S. may be extended by up to 90 days. This would allow more time to finalise the details of the deal.

The agreement is seen as a key step toward easing tensions between the world’s two largest economies and could open the door to further trade discussions in the coming months.
