OpenAI has announced a major collaboration with the United States General Services Administration (GSA), making ChatGPT Enterprise accessible to the entire federal executive branch workforce for just $1 per agency for the year.
The announcement came through an official blog post from OpenAI, which outlined the details of the initiative. The programme, called OpenAI for Government, aims to enhance government efficiency and bring cutting-edge artificial intelligence tools to public service workers. The partnership will be active until next year and is designed to improve day-to-day operations by reducing the time spent on routine tasks.
Confirming the news, OpenAI Chief Executive Officer Sam Altman posted on the social media platform X, formerly known as Twitter. He wrote, “We are providing ChatGPT access to the entire federal workforce! (for $1 a year per agency).”
According to OpenAI, the move aligns with a key part of the Trump Administration’s AI Action Plan. The goal is to make federal services faster, more reliable, and more efficient. The company believes public sector employees should have access to advanced AI tools with the right safeguards in place to serve the public more effectively.
OpenAI shared some early success stories from pilot programmes. In Pennsylvania, government employees reportedly saved an average of 95 minutes daily using ChatGPT. In North Carolina, 85 per cent of participants reported a positive experience.

Universal Access to ChatGPT Enterprise: All participating federal agencies will have access to OpenAI’s leading models through ChatGPT Enterprise at a symbolic cost of $1 per year. For the first 60 days, unlimited access to advanced features, including Deep Research and Advanced Voice Mode, will also be available.
Educational Support and Training: To help government staff use AI with confidence, OpenAI has created a dedicated user community and offers tailored training through OpenAI Academy. Additional learning options, both direct and through partners, are also available. The company is working with consulting firms such as Slalom and Boston Consulting Group to support secure and responsible use.
Security and Compliance Measures: OpenAI has assured that ChatGPT Enterprise will not use agency data for training or model improvement. The same high-level safeguards applied to businesses will be in place for government users. To reinforce trust, the GSA has issued an official Authority to Use (ATU) for ChatGPT Enterprise, confirming it meets the required standards for security and compliance.
With this initiative, OpenAI aims to empower government agencies to work smarter, faster, and more securely, setting the stage for a more AI-enabled future in public service.
