The City of El Paso has ushered in a new chapter in its digital journey by naming Carolyn Patrick as its new Chief Information Officer. With roots deeply planted in the community and a career spanning over 25 years in public sector technology, Carolyn brings both heart and expertise to this pivotal role.
Having first joined the City’s ranks in 2012, Carolyn has steadily risen through leadership positions, including Assistant Director of IT, Program Manager for IT Operations, and Deputy CIO. Her rich legacy includes leading major enterprise system rollouts, enhancing interdepartmental project synergy, and pushing forward smarter, more agile IT practices.
As the new CIO, Carolyn is tasked with shaping the City’s future through technology. Her mission includes modernizing infrastructure, advancing digital services, and embedding innovation into the daily fabric of public service. She will act as the City’s foremost authority on strategic IT vision and execution.
City Manager Dionne Mack reflected on the appointment with admiration, stating, “Carolyn’s deep technical expertise, commitment to service, and strong leadership make her an exceptional choice to lead our Information Technology team. Her strategic vision will help the City advance digital transformation and continue delivering reliable, secure, and innovative services to our community.”
Carolyn’s leadership has been key in securing El Paso’s consistent recognition among the top ten in the Digital Cities Survey Awards, a reflection of her impact in a city of over half a million people. Her drive to innovate from within has left a lasting mark on both operations and community services.
She holds a Bachelor’s degree in Computer Information Systems and a Master’s degree in Computer Information Resources. A certified Project Management Professional and an adept practitioner of Lean Six Sigma, Carolyn embodies a perfect blend of structured leadership and forward-thinking transformation.
With this appointment, El Paso steps confidently into a tech-empowered era under the steady guidance of one of its own.
