At a time when the need for affordable housing and strong housing providers is rising across the UK, Bromford Flagship LiveWest has appointed Paul Turner as its new Chief People Officer. Based in Exeter, he will lead People Services and HR, Payroll, Academy, and Fleet and Facilities for the newly created organisation formed after the merger of Bromford Flagship and LiveWest.
His role will focus on strengthening people capabilities to support scale, service quality, and long-term growth. The organisation employs around 5,600 colleagues who serve more than 300,000 customers. It manages over 120,000 homes across east, central, and southwest England and aims to deliver over 50,000 new homes by 2040.
Before this appointment, Turner spent over 2 years at LiveWest as Executive Director of People and Communications, based in Exeter. There, he led people and communications strategy for a workforce of 1,700 colleagues. LiveWest owns and manages more than 40,000 homes across the South West and plans to invest £1bn in the regional economy while building 5,000 new homes over the next 5 years.
Earlier, he held interim roles at Nisbets in Bristol as Interim Head of HR – Europe and UK&I and as Interim HR Project Manager, gaining experience in commercially fast-moving environments.
Turner also spent over 5 years at Princess Yachts as HR Director and Executive Board member. He led HR and Learning and Development for 3,200 employees in Plymouth and supported the business during a private equity ownership transition.
Alongside his corporate roles, Turner contributed to national and local skills agendas. He served as a Member of the UK Shipbuilding Skills Taskforce under the National Shipbuilding Office and as Chair of the Employment and Skills Board at Plymouth City Council.
Turner later became HR Director (UK) at Refresco, with Board-level responsibility for the company’s UK workforce. Earlier in his career, he worked for around 6 years at Gregory Distribution (Holdings) Ltd as Head of Human Resources, managing HR and training for 2,000 employees across 30 UK sites. He also held the role of HR Business Partner at Flybe and began his HR career as an HR Adviser at AgustaWestland (Leonardo), supporting advanced manufacturing operations.
