Bihar moves towards policy to regulate children’s screen time and social media use

Bihar is exploring regulatory measures to address rising concerns over children’s screen time and exposure to social media. Deputy Chief Minister Samrat Choudhary informed the Assembly on February 23 that the state government is considering a policy framework on the issue.

Choudhary said the government has sought a detailed report from the National Institute of Mental Health and Neuro Sciences (NIMHANS), Bengaluru. “The government has asked NIMHANS for a comprehensive report. Monitoring screen time and online gaming among minors is a matter of concern. It is a multi-sectoral issue involving multiple stakeholders. Once we receive the report, we will convene a meeting of all stakeholders to draft a policy,” he stated.

The issue was raised during Question Hour by JD(U) MLA Samridh Verma, who described excessive screen use as an “invisible epidemic” impacting children. He referred to the Economic Survey 2025–26, which flagged the matter as a national health concern.

Verma cautioned that high exposure to social media and online platforms could affect children’s attention span, behaviour and academic focus. He also pointed to Bihar’s increasing internet penetration alongside low levels of digital literacy.

The MLA recommended making “digital hygiene” lessons mandatory in government schools. He further proposed establishing specialised addiction counselling centres in every district hospital. Verma also suggested using the Jeevika Didi network to spread awareness among rural mothers about managing children’s screen habits.

The state government has indicated that it will review expert recommendations before finalising any regulatory steps. The proposed policy is expected to involve education, health and technology stakeholders to ensure a balanced approach between digital access and child safety.
