In a major step towards digital democracy, Bihar has become the first state in India to introduce a mobile-based e-voting system. This new system was launched during municipal elections in six urban local bodies and is designed to make voting easier for people who face challenges in visiting polling stations. These include senior citizens, persons with disabilities, pregnant women, migrant workers and those who are seriously ill.
The mobile e-voting system was officially rolled out on June 28, 2025. It was implemented in three councils in Patna and two in Rohtas and East Champaran districts. Bihar State Election Commissioner Deepak Prasad called the move a historic development in India’s electoral reforms.
“This is the first time voters in India can cast their votes using a mobile phone,” said Prasad. “Strong digital security measures have been implemented to ensure the process is safe, transparent, and tamper-proof.”
The technology platform, developed by the Centre for Development of Advanced Computing (C-DAC), is called e-SECBHR and is currently available for Android users. It includes blockchain integration for secure vote recording, facial recognition and biometric matching for identity verification, OCR for vote scanning, and audit trails similar to VVPATs for vote verification. To prevent misuse, only two voters can log in from one mobile number and each vote is verified through the voter’s unique ID.
To use the system, voters must download the e-SECBHR app from the Google Play Store, link it with their registered mobile number, and verify their details. Votes can then be cast through the app or via the State Election Commission’s website.
By the evening of June 27, around 10,000 voters had registered for mobile e-voting, and officials expect up to 50,000 to use the platform. The system marks a significant step forward in using technology to increase electoral participation and improve accessibility.
It is still uncertain whether the mobile e-voting facility will be used in the upcoming Bihar Assembly elections scheduled for October to November 2025. However, this pilot initiative has opened the door for other states to consider similar digital voting solutions.
