Ontario has carried out its largest immigration draw of 2025, issuing 2,643 invitations on 2 September under the Ontario Immigrant Nominee Program. The province is using immigration to fill critical shortages in healthcare, education, and support services.
The invitations were divided across three streams of the Employer Job Offer category. Under the foreign worker stream, 1,305 invitations were issued to profiles created between July 2 and September 2 with a minimum score of 41. These applicants needed job offers in nine healthcare roles or as early childhood educators and assistants. The international student stream saw 1,105 invitations with a higher score cut-off of 58, again focusing on healthcare and education roles. Another 233 invitations were issued under the in-demand skills stream, with candidates scoring 33 or higher, specifically for home support workers, housekeepers, and related jobs.
Together, these draws targeted 10 priority job codes under Canada’s National Occupational Classification, covering general practitioners, surgeons, nurses, midwives, physician assistants, early childhood educators, and home support staff.
Officials said the selected occupations represent the province’s most urgent needs. With an ageing population and rising demand for healthcare and childcare, the focus on doctors, nurses, support staff, and educators is seen as essential.
Those invited must act quickly. Employers are required to apply for job offer approval through the Employer Portal within 14 days, by 16 September. Candidates must then submit their application through the OINP e-Filing Portal within 17 days, by 19 September, including fees and mandatory documents. Missing these deadlines could mean losing the opportunity.
In July 2025, the OINP updated its system to make employer submissions mandatory through the Employer Portal. The ranking now considers job offers, work experience, and alignment with Ontario’s labour needs, making targeted draws more effective.
This pathway is open to all nationalities, including Indians, as the programme does not restrict invitations by country. Indians remain one of the largest groups applying through OINP, making it likely that many of the 2,643 invitations were issued to them. For successful candidates, this step could lead to permanent residency and stable careers in sectors that will remain in high demand for years to come.
