In a bold declaration that redefines governance, Dubai has positioned Artificial Intelligence (AI) as the city’s “operating system”—an institutional shift impacting every sector from public safety to tourism. This transformation is led by the Dubai Universal Blueprint for AI (DUB.AI), a master strategy to embed AI across government and economic infrastructure.
In June 2024, 22 Chief AI Officers were appointed across major government entities—including Dubai Police, Roads & Transport Authority, and the Department of Economy & Tourism—marking a historic move toward operationalizing AI at the sectoral level. These officers are tasked with embedding AI in day-to-day services: from predictive policing to smart waste management and intelligent grid automation. Each comes with sector-specific KPIs and direct accountability, signaling a deep commitment to transformation—not experimentation.
At the helm of this change is Omar Sultan Al Olama, the world’s first Minister of State for AI, who also oversees the digital economy and remote work. Under his leadership, Dubai is executing the National AI Strategy 2031, aiming to improve governance, develop smart infrastructure, and digitize public services.
Dubai’s ambition doesn’t stop with government reform. In 2025, the UAE became the first country globally to offer nationwide access to ChatGPT-4 Plus, through the “Stargate UAE” initiative. Partnering with OpenAI, G42, and global tech giants like Nvidia and Oracle, Dubai is building a 1 GW AI supercomputing cluster, alongside universal GPT-4 access. The estimated $20 billion investment is transforming AI from a corporate product into a public utility.
